Phoenix Santiago is the Youth Engagement Manager for the New England Association of Child Welfare Commissioners and Directors at the Baker Center. In her role, she facilitates the National Youth Engagement Advisory Council and provides technical assistance to pilot sites in the Quality Improvement Center on Engaging Youth in Finding Permanency (QIC-EY).

Phoenix has been engaging youth and lived experiences for 20+ years since discovering her passion through her own lived experience and professional interactions within the child welfare ecosystem. Phoenix brings lived and professional experiences as a frontline worker, program planner and implementor, evaluator, and community organizer and integrates Racial Equity, Positive Youth Development, Adolescent Brain Development, Results Based Accountability, and Holistic Healing Centered Approaches to all levels of community work.

Phoenix is also a proud veteran and active member of the United States Air Force Reserves swearing to defend the Constitution of the United States against all enemies, foreign and domestic.
